1. Content without scripts
All records, tables, guides and policies are in the page’s HTML. JavaScript only adds the archive filters, the CSV download, the feedback-draft tool and the cookie notice. Without it, all eight records remain visible and readable.
2. Keyboard operation and focus
Links, filter menus, buttons, FAQ disclosures and form fields are native controls, reachable with the Tab key and operated with standard keys. A “Skip to main content” link comes first on every page. Keyboard focus is shown with a thick outline that is visible on both light and dark areas. Scrollable table areas can receive focus so that they can be scrolled with the arrow keys. Anchored sections have scroll margins so headings are not hidden.
The cookie notice is a non-modal dialog placed early in the page order, directly after the skip link, so it can be reached with the Tab key. It can be dismissed with its “Got it” button or the Escape key, and it never traps focus.
